The Arizona Legislature requires that general plans include a housing element to adopt land use plans and regulatory systems that provide opportunities for and do not unduly constrain housing development. Housing in the city of Surprise traditionally has been shaped by market factors, including consumer preferences, land availability, and household size. Since the mid-1990s the city, like many other communities throughout the nation has experienced phenomenal growth in residential development. In the future the same housing issues which historically have concerned the nation will present both a challenge and opportunity for the city. The need to plan effectively for housing with quality neighborhoods is and will continue to be a priority since residential land uses are predominant within the planning area. The purpose of the housing element is to:

  • Create a policy foundation for housing strategies that considers each community’s character.
  • Guide zoning and other regulations.
  • Address changing needs in the city.
  • Preserve and improve existing neighborhoods.
  • Comply with state law requirements.
  • Address affordable housing as a critical need.
