The city of Surprise has grown rapidly over the past decade.  This has created an irregular pattern of services in communities and the city as a whole.  Some communities may offer more amenities while others have none depending on the development requirements at the time. The public building and services element will ensure equitable and well planned facilities and services (that are not directly related to infrastructure) throughout the city. This will require setting desired levels of service, providing said level of service with all new communities, and retroactively develop services that are lacking in existing neighborhoods.
