| For Surprise to become a full service city, the first step is to determine levels of service for all types of parks, open space, and recreational opportunities. The City of Surprise Parks and Recreation Master Plan recognizes that the city is underserved by parks and recreational opportunities based on the national average and other cities of similar size and standing. This is partially due to private parks being developed and managed by Home Owners Associations (HOA). As private facilities they provide service only to the community in which they are located and not to the public as a whole. | |
